People in the following categories are eligible for membership:

    1.  Active Duty, reserve, retired, and former Officers of the Army, Navy, Air Force,
         Marine Corps, Coast Guard, National Oceanic and Atmospheric   
         Administration and Public Health Service. 

    2.  Widows and widowers of deceased members.

    3.  Other persons who meet the criteria established by the National Board for
         honorary membership.
